BANDUNG, unpas.ac.id – Today, the broadcast of local content on the television, especially in West Java, is considered to fading; while in fact, in Law No. 32 of 2002 concerning Broadcasting stated that mass media has a responsibility to keep, maintain and preserve local cultural values.
This is also a concern of Paguyuban Pasundan, as an organization running on the sector of education and culture. Regarding the importance of having a local content in mass media, especially television, Paguyuban Pasundan and Regional Commission of Indonesian Broadcast (Komisi Penyiaran Indonesia Daerah, KPID) West Java held a Focus Group Discussion entitled “Penguatan Konten Lokal di Tayangan TV Jabar”.
The FGD presented speakers who are also involved in broadcast and cultural field, the Dean of Faculty of Communication Universitas Padjadjaran Dr. Dadang Rahmat Hidayat, SH., S.Sos., M.Si., Head of West Java KPID Dr. Adiyana Slamet, S.IP., M.Si., and Head of Cultural Division PB Paguyuban Pasundan, as well as teacher of Unpas Faculty of Art and Literature, Dr. H. Wawan ‘Hawe’ Setiawan, M.Sn.
According to Dadang, it is not easy to present the local content on the television in West Java. This is because the content regarding the reality of the area where TV broadcasts, whether it is about politics, economy, social, culture, or tourism, has not yet received its proper place. The duration has not yet reached 10 percent per day, the frequency and broadcast hours are also still lacking.
“Television at the hotels, for example, I see that no TVs which air local program. Thus, how could visitor find out and enjoy West Java culture if it is not offered with proper contents? The key is, there needs to be a strengthening from various parties, since it would be one of [our] expectation to build more of local wisdom,” he said.
Meanwhile, Hawe also stated that in creating local issues, there are much tendencies in which the content-making is usually not associated to global context. He thought, both of them should be balanced.
“There are three things that I can suggest to perform. First, we become time traveller, showing the influence or global phenomenon to the local community, and translation, as well, the local content could be translated to global language or the opposite,” he added.
Head of West Java KPID, Adiyana Slamet said that his party would make collaboration with Paguyuban Pasundan in strengthening local content. Although the collaboration and regulation related to local content have already existed, there are few aspects which needs to be improved.
“In this discussion, there are some recommendations, what if the local content could be aired in television at the hotels, so that people who came to West Java could get to know more about the region and values in West Java,” he explained.
West Java KPID will also make a commitment along with Paguyuban Pasundan, as an epicentrum of Sundanese values, to strengthen the local content in broadcasting institution which will later be aired and watched by people.
In the near future, West Java KPID and Paguyuban Pasundan is preparing to form a team to arrange academic draft to be submitted to Commission I DPRD West Java or West Java Governor.
Through this FGD, Head of Paguyuban Pasundan Prof. Dr. H. M. Didi Turmudzi, M.Si wished that the media could implement their strategic plan in providing local contents in West Java.
“We hope our wish, from the mass media and society, could interlink to each other, since there is no cultural collaboration between us before. We will form a team to get a solution and support from the government; since it is about the nation’s future,” he concluded. (Reta)*
