BANDUNG, unpas.ac.id – The National Education System Bill (RUU Sistem Pendidikan Nasional, Sisdiknas) becomes the focus and concern of Paguyuban Pasundan. To collect the suggestions regarding the discussion of RUU Sisdiknas, Paguyuban Pasundan holds a Focus Group Discussion with representatives of Commission X DPR RI.
The discussion was held at the Hall of Mandala Saba Ir. H. Djuanda, Universitas Pasundan, on Saturday, 17 September 2022. It presented Dr. Ir. H. Sodik Mudjahid, M.Sc. (Members of Commission X DPR RI), Prof. Dr. Cecep Darmawan, S.Pd., S.IP., S.H., M.H., M.Si. (Professor of UPI), dan Mangadar Situmorang, Ph.D. (Rector of Universitas Parahyangan).
“Paguyuban Pasundan has an interest in overseeing the discussion of the National Education System Bill so that the nation’s character is realized based on noble character,” explained the General Chairman of the PB Paguyuban Pasundan, Prof. Dr. H. M. Didi Turmudzi, M.Sc.
Sisdiknas Bill certainly needs to be revised immediately in line with the dynamics, challenges, disruption, and digitalization that hit the world of education. However, the discussion of the National Education System Bill was considered rushed, lacked transparency, and did not involve public participation, especially education personnel.
The Integration of Three Bills is Not Properly Enough
Professor of UPI Prof. Cecep Darmawan assesses that the draft Bill on National Education System which integrates three laws, namely the National Education System Law, the Higher Education Law, and the Teacher and Lecturer Law is considered insufficient.
In fact, he considered, the National Education System Bill was not much better than the current National Education System Law, especially regarding the regulations concerning higher education.
“If you want to unite the three, in my opinion, it is not enough because the design and construction of the substance and material do not represent it. The Omnibus Law model that is intended to be applied in the National Education System Bill is not yet complete, because apart from being limited to three laws, it also has not unified all education regulations,” he said.
He emphasized that the government should accommodate the suggestions massively before the draft bill gets submitted to the Legislative Board of DPR. The discussion of the draft bill has not yet provided concrete, systematic and structure alternatives in handling the issues of regulation and education policy.
“The bill of Sisdiknas has also not yet been able to respond on the disharmony or overlapping of various laws and regulations regarding education. Plus, the issue of guaranteeing the fulfilment of rights and access to education for all citizens,” he explained.
Controversies and Imperfections of Sisdiknas Bill
Rector of Universitas Parahyangan Mangadar Situmorang, Ph.D conveyed about the crucial issues that made the National Education System Bill which were mostly criticized were related to the process of making, the content of regulations, and implementation which showed paradoxes, imperfections, and incompatibilities.
He also highlighted the discrepancy between the levels of idealism, politics, and legal aspects of the National Education System Bill, as well as the urgency of merging the three laws. “This could be influenced by the interests and political forces, institutions or work units that implement the National Education System Bill, as well as the availability of human resources and financing,” he explained.
Unpas Chancellor Prof. Dr. Ir. H. Eddy Jusuf Sp, M.Si., M. Kom., IPU. responded that in the higher education environment, especially private universities, paradoxes often occur.
Regarding the distribution of the budget, for example, private universities only receive about 6 percent of funds, even though the contribution of private universities is quite large in supporting the progress of Indonesian education.
“So here is the paradox, the contribution of PTS is large, while the budget is limited. I hope that the National Education System Bill does not add to the paradoxes that have occurred in private universities and the inputs provided can give direction to the education journey, so that better Indonesian human resources are realized,” he said.
Member of Commission X DPR RI Dr. Ir. H. Sodik Mudjahid, M.Sc. accept the aspirations expressed in the forum to be accommodated and forwarded to the government, so that the drafted law can respond to the civilization of the people and the dynamics of society in the future. (Reta)**
